Brownie appeared apologetic Monday as he circled his small crate at the Kentucky Humane Society in Eminence. The 4-year-old, tri-colored Shepherd mix occasionally stuck his wet nose nose between the chain links, accepting the punishment for a crime he didn't commit alone. Brownie was found unattended at a gas station near New Castle and delivered to the shelter by animal control. There, he awaits adoption.
Brownie is just one example of a growing dog problem that one local council may soon address.
