Keep Harry Hill Park open during the winter months

Many of you may not be aware of it but Harry Hill Park is locked up for the winter.

On a 60 degree day two weeks ago, I promised my son a trip to the park only to be disappointed to find a locked gate. Upon inquiry, I learned that the park is closed for the winter. It is not closed on any specific date either, just whenever. My question is why? Do the children of Henry County not need a place to play outdoors from "whenever" until Spring? Do we have to drive our children all the way to Carroll County if they want to visit the park from "whenever" to May (their parks are open year-round)?

Couldn't we in Henry County offer the same privilege to our children?
