Resident upset about New Castle flag

I am writing this letter to express my concern at the very poor condition of the United States Flags being displayed on Main Street in New Castle. These flags need to be replaced or at least taken down as soon as possible. The flags have been in this condition for at least two months. This creates a very poor image of New Castle.
